[dc401-l] donkeycon - a con for providence.

Just as last year's Defcon birthed DC401, this year's Defcon has planted 
the seed for us to put on a con here in Providence. For now, it's 
tentatively named DonkeyCon, as MacVarish really likes that name.

I've spun up a private wiki for us to do planning in. If you want to

send you the link.
